Summary
The Cochise County Board of Supervisors voted unanimously on April 9 to go into executive session to interview finalists from an RFQ for economic development services; the session was confidential and concluded the same day without public action.
The Cochise County Board of Supervisors voted Thursday to enter an executive session to interview and consider the appointment or employment of finalists selected through a request-for-qualifications process for economic development services.
Supervisor Maria Gomez moved the motion citing Arizona law, saying, "I move that pursuant to ARS 38-431.03(A)(1), the board may vote to go to executive session for the purpose of interviewing and considering the appointment employment of finalist selected through the request for qualifications RFQ process for economic development service." Chair and District 1 Supervisor Crosby seconded the motion, and, after a voice vote in which both supervisors present said "aye," the board entered executive session.
County Attorney staff member Dylan Haendel recommended closing the meeting for the interviews, stating, "I recommend that we enter executive session." The board then recessed open session at about 1:04 p.m. and later reconvened at approximately 2:43 p.m., at which time no public decisions from the executive session were disclosed.
The special meeting opened at 1:00 p.m. in the Board Of Supervisors Executive Conference Room in Bisbee, with remote attendance offered via Microsoft Teams and telephone. Chair Crosby conducted roll call and noted Supervisor Antinori was absent. County staff members listed as present included contracts administrator Annie Coppola, County Administrator Sharon Gilpin, Deputy County Administrator Joe Casey, County Clerk Laura Lowenheim, and County Attorney staff member Dylan Haendel; other attendees mentioned were Christine McLaughlin, Roger Dale, Dale McClure and Paul Saldana.
Because Arizona law treats deliberations in executive session as confidential, the board did not disclose the content of the interviews or any personnel decisions in open session. The board announced a next meeting on April 16 at 10:00 a.m. for a budget work session regarding the recorder's office before adjourning the special meeting.
The motion to enter executive session and the vote to do so were the only formal actions recorded in open session during this meeting.
