Boise planning panel approves Eastwind Community Church expansion with traffic, crosswalk and paving conditions; variance denied

The Boise City Planning & Zoning Commission on Monday approved a conditional-use permit modification and a major expansion for Eastwind Community Church at 4750 S. Surprise Way, while denying a separate variance that would have allowed newly expanded parking to be surfaced in gravel.

The commission voted to deny the variance (CVA26-10). Commissioners then voted, by roll call, to approve CUP2603 and the associated legal nonconforming parking-lot expansion with conditions requiring crosswalk striping and curb ramps at both existing and new approaches, pedestrian signage and truncated-domes, submittal of a traffic-control plan with the building permit to be routed to Boise Parks & Pathways and the Ada County Highway District (ACHD), and the option to use pervious-surface parking materials acceptable to the city and Boise Fire for drainage and fire-access requirements.

Why it mattered: staff recommended approval of the CUP and parking-lot expansion but recommended denial of the gravel-surfacing variance, citing code and design-review criteria.
