Senate rules panel advances House Bill 1052 after technical cleanup

Senator Alting, the bill sponsor, told the committee HB 1052 removes permit language that was already enacted in Senate Bill 189 and moves a definition into another section “to make it a little cleaner for the ATC.” He said no new substantive language had been added to the conference committee report and asked the panel for its support.
Committee members moved to adopt the report and, after a roll call, the Chair announced the motion passed 11–0. The committee’s review is procedural: as the Chair read aloud before the vote, Rules reviews conference reports to ensure Senate procedure was followed and do not reflect the committee’s position on the bills’ underlying policy content.
With the vote, HB 1052 was advanced from the Rules Committee. The committee recessed after completing the docket.
