Sen. Garten says conference report for Senate Bill 256 aligns Indiana with FAA drone testing opportunity; committee reports measure 11–0

Sen. Garten, presenting the conference committee report for Senate Bill 256, told the Rules Committee the package contains mostly technical tweaks and clarifications and now includes the full text of House Bill 1099.
"We changed some provisions, around concerning individuals who can and can't own property and the size of that property," Garten said, characterizing most of the five changes as corrections to align the measure with its original intent.
The presentation followed remarks from Sen. Goode, who urged support for language that would align the state with Federal Aviation Administration requirements to pursue a drone testing-site designation. "Once again, Indiana is doing tremendous work in a leadership way to help support and undergird United States national and economic security," Goode said.
Committee members asked whether any conference changes were new to both chambers; Garten said the adjustments are largely language firming or technical corrections and that "some align with Federal law. Some you could make the case that we're more restrictive in some cases." Senator Glick pressed specifically on whether the bill brings the state into line with federal rules.
The committee moved to report the conference committee report to the Senate and the roll call resulted in 11 ayes, 0 nays. The committee reported the measure to the Senate.
The committee did not take additional amendments on the floor; the report will be transmitted to the full Senate.
