At the meeting, a Committee member said the suggestion to add a cap came from a group that reviewed the older program and argued the limit "allows you to budget" and would prevent unexpectedly large requests. The Committee member described the cap as a way to price awards so staff and trustees can plan for annual payouts and said capping very high-cost items "kinda makes sense." The Chair asked whether the village’s program was coordinated with a neighboring program.
