Altoona City Council approves $54,887 storm‑sewer work, OKs CMAR contract for Fire Station #26

The Altoona City Council on Monday approved a $54,887 proposal from The Underground Company to extend the Post Office Alley storm sewer and authorized a Construction Manager at Risk (CMAR) contract with DCI Group for the proposed Fire Station #26.
Engineer John Dostart told the council the storm‑sewer work is intended to address an ongoing drainage problem reported by residents behind the Bank Iowa property along 9th Street SE and to improve melt‑water drainage at the end of the Post Office alley after plowing. The council approved the proposal by roll call (4–0, Mayor O’Connor absent).
Dostart said the DCI Group selection followed a competitive process under Iowa Code Chapter 26A; the council voted to proceed with CMAR services for the Fire Station #26 project, again by roll call (4–0, one absence).
Also on the consent agenda the council approved administrative and construction items including a Change Order #2 for RW Excavating Solutions for the Spring Creek North Pond Bank Stabilization project (change order amount recorded in the packet as $19,344.35), Pay Application #4 to RW Excavating Solutions for $2,387.50, and acceptance of public improvements for Spring Creek North Pond and the 2023 Water Main Replacement Project. The docket included applications and authorizations to apply for Polk County and Prairie Meadows Community Betterment grants to fund an entryway and furniture for the Olde Town Plaza project.
Council set public hearings for March 3, 2025 at 6:30 p.m. to consider plans and contracts for the Olde Town Plaza project and the Spring Creek Soccer Park turf replacement, and set a March 24, 2025 hearing at 6:15 p.m. for FY 2026 property tax considerations. The consent package also included a proposed amendment to a 28E agreement to add the City of Norwalk and approvals of liquor licenses for Git‑N‑Go Store #17 (Class B) and Casa Agave Mexican (Class C). All consent items were approved by roll call (4–0, one absence).
During public comment, resident Phyllis Murphy of 607 4th Street SE thanked the streets department for recent snow removal. Department heads from police, fire, public utilities, public works, engineering, economic development, the library, human resources, IT and finance gave brief updates before the council adjourned at 6:38 p.m.
Next procedural steps include the public hearings on March 3 and March 24; the council packet identifies additional urban renewal and tax‑abatement resolutions that will move forward to formal hearings or reporting as noted in the agenda materials.
