Granite Falls council adopts 2025 Master Fee Schedule with utility rate increases and new EV charging fee

The Granite Falls City Council approved Resolution 2024-05 on Dec. 4, adopting a revised 2025 Master Fee Schedule that includes increases to water and sewer rates, higher general facility charges and a new fee for electric-vehicle station charging, effective Jan. 1, 2025.

Deputy City Manager Jeff Balentine, Public Works Operations Supervisor Charles White and City Manager Brent Kirk reviewed the proposed fee changes and supporting exhibits before the council. City Clerk Darla Reese submitted the hearing exhibits into the record, including the public hearing notice, verification of posting, an affidavit of publication from the Everett Herald and the draft resolution and fee schedule.

Mayor Matthew Hartman opened the public testimony portion of the hearing; no members of the public signed up or submitted written comments. After discussion, Councilmember Griggs moved to adopt Resolution 2024-05; Councilmember FitzGerald seconded the motion, which carried.

The resolution’s stated effective date is January 1, 2025, and the council’s action replaces prior fee-setting resolutions per the motion record. The Master Fee Schedule document (Resolution 2024-05) totals 39 pages in the meeting packet and was entered into the record by the city clerk; it updates fees across multiple departments, with explicit mention at the meeting of water, sewer and GFC adjustments and a new charge associated with EV stations.

Because no public testimony was offered at the hearing and the record remains open to agency comment where noted, the council did not amend the schedule during the meeting. Questions about individual line items should be directed to the City Clerk’s office or Public Works; the packet identifies contact points for fee schedule questions. The council’s action takes effect on Jan. 1, 2025.
