ADMH Board approves agenda and minutes, receives divisional updates and adjourns

The Alabama Department of Mental Health Board of Trustees convened May 16 in the Commissioner's Conference Room. Secretary Kimberly Boswell called the meeting to order at 10:02 a.m. Trustees approved the meeting agenda and the February 14, 2025 minutes by unanimous consent after motions from Larry Bailey and Rodney Barnes.
Collier Tynes Dixon, Chief of Staff and Director of Legislative and Constituent Affairs, reported ADMH tracked 237 bills this session, with 53 enacted and four awaiting action on the governor's desk. Dixon highlighted several enacted acts, including Act 2025-171 (adult-size changing tables), Act 2025-183 (accountability courts expansion), Act 2025-236 (changes to 310 board composition), and HB 166 (K-12 cell-phone ban). Dixon also reviewed a complex constituent case and noted board discussion of related cost pressures.
Associate Commissioner LaVonda Blair presented a "Money Matters" review comparing FY24 and FY25 revenues and expenditures and noted progress converting contract facility staff to full-time positions. Public Information Officer Malissa Valdes noted the 20th Annual Capitol Showcase and the 7th Annual "Strike Out Stigma" baseball game taking place the same week.
Judge Christopher Hughes moved to adjourn the meeting, Rodney Barnes seconded, and the board adjourned at 11:29 a.m. The board scheduled future meetings for Aug. 15 and Nov. 21, 2025.
