ADMH says CCBHC rollout is underway; state, Medicaid and providers aligned on PPS rate work

Associate Commissioner Nicole Walden told the Alabama Department of Mental Health Board on May 16 that Certified Community Behavioral Health Clinics (CCBHCs) represent a major transformation in how the state delivers mental health and substance-use services.
Walden said ADMH has invested in a platform called Netsmart to report on the federally specified outcome measures and that the department's first demonstration year ends in July 2025; a 12-month evaluation report will follow six months later. She said ADMH and Medicaid staff attended a three-day CCBHC Financial Blueprint Training to reconcile differences and develop a transparent approach to the prospective payment system (PPS) rate that will vary by agency based on location, population served and volume.
Walden reported two Tier I providers, AltaPointe and Wellstone, have been state-certified effective July 2024 and are showing early results. She said two Tier II providers are preparing to come on board in 2025: Mountain Lakes (expected July 2025) and potentially Northwest Alabama Medical Health Center (either July 1 or Oct. 1, timing subject to quarterly onboarding).
Board discussion focused on implementation logistics and the department's intention to maintain transparency with Medicaid about rate-setting. No formal vote or legislative action was taken during the meeting on CCBHC rules or funding.
