The Lincoln County Board of Commissioners voted to enroll the Lincoln County Emergency Management Agency (EMA) in a federal government surplus/GSA cooperative purchasing program and to adopt the county distribution-management plan required by the EMPG grant.
During the meeting Chair (speaker 1) introduced the EMA’s request, saying the enrollment would “allow Lincoln County to purchase items used for day to day service and advance preparation for disaster response” and that the authorization would let the county “enroll in the program.” Committee member (speaker 2) moved to approve enrollment; the motion was seconded and carried by voice vote.
EMA staff also asked the board to sign and adopt a distribution-management plan so the county would meet compliance requirements for EMPG funding. The EMA representative said the plan had been posted for public comment and that no public comments were received. The board moved, seconded and approved the plan.
EMA updates included a notice of intent filed with Montana DES to seek a hazard-mitigation grant for a scoping study at Quartz Creek and on Kootenai River Road, and a pending State Homeland Security grant to replace an EOC generator. EMA staff reported progress at a radio-system site and EOC building work: drywall and primer are complete and flooring is planned once paint is finished.
The board directed staff to obtain signatures from participating local entities for the distribution plan, and EMA said it will coordinate with municipal partners on points of distribution and follow-up training and exercises.
Next steps: EMA staff will collect required signatures for the distribution-management plan and pursue the hazard-mitigation grant scoping application with updated cost estimates.
