Policy committee clears routine policy reviews, approves several mandatory updates
Summary
The policy committee approved sending multiple routine and mandatory policy updates to the school board — including special education, parental involvement, inventory rules and immunization policy — with two items recorded as 6–1 votes.
The Faribault Public School District policy committee on April 7 approved a package of routine policy updates and revisions and forwarded them to the full school board.
The committee approved sending policy 608 (instructional services, special education) to the board with no changes after staff explained early childhood eligibility rules: the district uses development-based criteria for ages 3–6, and for children under 3 only one developmental area is required to offer services.
The committee also sent policy 612.1 (development of parental involvement policies for Title I programs) to the board. During discussion a member objected to a passage that lists "racial or ethnic minority background" alongside other categories such as economically disadvantaged or students with limited English proficiency, saying that phrasing "could be called racist or discriminatory." The chair noted 612.1 is a mandatory policy and must be retained as required.
Other items the committee forwarded with no changes included policy 704.1 (development and maintenance of an inventory of capital leases and software-based information-technology agreements); staff clarified the policy uses a $5,000 threshold for capital leases and equipment so routine small purchases need not be recorded.
The committee approved revisions to several mandatory policies, including workload limits for certain special education teachers (policy 427), protection and privacy of personnel records (policy 515), testing accommodations and exemptions for IEPs and 504 plans (policy 615) and assessment of student achievement (policy 618). The committee noted assessment updates add health standards to locally developed academic standards and clarified that passing certain science assessments is not a condition for receiving a diploma.
Two motions recorded specific tallies: revisions to the immunization-records policy (policy 530) passed by voice vote, 6–1, after staff noted MSBA updates and Minnesota Health and Human Services guidance; and the assessment policy revisions (policy 618) also passed 6–1. Most other motions passed by voice vote without roll-call tallies.
The committee set its next meeting for June 2, 2026, at 3:45 p.m. and adjourned.
