The Middleton Common Council approved an agreement with the Dane County Department of Waste and Renewables to relocate the city’s scrap stop (food-scrap collection) and authorized a local financial contribution of around $6,000. The motion, made on behalf of the finance and personnel committee and seconded by Schaeffer, passed without opposition.
Council discussion focused on the proposed University Avenue cul-de-sac location (near a Walgreens drive-through) and whether the tight turnaround and occasional farmers’ market traffic would create congestion. Members of the sustainability committee and public works staff described site feasibility and alternatives; one council member noted that Greenway Station had visibility limitations while the University Avenue site was centrally located and visible from University Avenue.
Staff advised that county support could include concrete work if the relocation moves forward in a timely fashion, which would reduce city costs. After council members debated the trade-offs between visibility, proximity and potential traffic jams, the council voted to approve the agreement and proceed with the relocation.
The agreement authorizes the city to partner with Dane County on the scrap-stop relocation; staff will follow up on site logistics and coordinate with county crews on any construction or pad requirements.
