Council approves county contract modification to expand senior meals amid operational questions

Acting Community Services Director Joanne McGee explained the modification: the county agreed to add approximately $67,320 for the April–March term (the modification increases county reimbursement for additional meal units). McGee said the program is for seniors age 60 and older and that the county reimbursement is an incentive rate per meal that does not cover the full cost — the city budgets to cover the remainder.
Councilmembers asked several operational questions after members of the public spoke to concerns about service quality (coffee removal was cited as a complaint, and other participants raised service-staff conduct and personnel matters). McGee clarified that coffee is not part of the county-funded meal contract and would come from the city's budget; she said the county reimbursement is per-unit and the increase was driven by meal volume, not primarily inflation.
Councilmember Bush requested numbers about the program’s overall expenditures and revenue; staff said total program expenditures are roughly $1.2 million, with revenues (including county grants and other contributions) around $1.0 million, leaving a gap the city budgets for as part of ongoing operations. Council asked staff to follow up on the operational complaints and to report back if matters require a future agenda item.
The council approved the contract modification on roll call. The approval accepts the county funds and directs staff to continue oversight and to respond to constituent complaints off-agenda or on a future operations update as appropriate.
