Staff reported there were no fund reports ready for the meeting due to holidays; updated fund reports will be forwarded and presented at the May meeting. The commission also approved the April 6 claims register, which staff described as containing TIF and ceded fund expenses, two separate Duke Energy invoices and a small $6 balance on an SJCA invoice (invoice 26097). The claims register motion passed by voice vote recorded as 3-0.
A Wheatley Group representative said a draft RFP for the Sellersburg School has been produced and that a working group including Wheatley staff (including Jacob Arvidoff) will meet to finalize it. The representative also said the commission’s annual report to the Indiana Department of Local Government Finance (DLGF) gateway is in process and must be submitted by April 15; Michelle Miller’s office will file the report once staff provides final details.
During the public-comment period Charlie Pierce urged the commission to schedule public comment later in the agenda so members of the public can hear presentations and ask informed questions. "I just wish that our comment period was after, you know, further down the line... where if we have legitimate questions, we would like to be able to ask them," Pierce said. He described the current placement as meeting "the letter of the law" but not its intent.
The meeting wrapped up with a brief signage update for businesses on '31 and an adjournment; the next meeting is scheduled for May 4 at 6 p.m.
