Board adopts 2024–25 budget and several administrative measures after debate
Summary
Trustees unanimously adopted the 2024–25 budget and approved a compensation increase for unrepresented employees; they also approved the 2024–25 LCAP earlier and adopted the 2025–26 calendar after a 4–1 vote. Board members sought follow-ups and a midyear budget review.
On June 26 the Carlsbad Unified School District board adopted several key governance items after staff presentations and public comment.
Budget: Chief financial officer Mister Dill explained the adopted 2024–25 budget, distinguishing restricted (one-time) funding from ongoing unrestricted resources. He said much of the projected deficit is tied to restricted funds planned over multiple years and an increased contribution to special education: "The difference between this year and next centers around the amount of one-time funding that we did receive in prior years," Dill said. He described assumptions used in the multiyear projection and said staff would return with unaudited actuals in September. After trustees discussed the assumptions and the district’s history of year-end variance improvements, the board adopted the 2024–25 annual budget by a 5–0 vote.
LCAP: Earlier in the evening the board adopted the 2024–25 LCAP, 3–2, with two trustees dissenting over concerns about assessment approaches and the need for additional secondary interventions.
Compensation: The board approved a 3% retroactive (01/01/2024) on-schedule salary increase and a 1.5% on-schedule increase effective 07/01/2024 for unrepresented management, supervisory, and confidential groups. The motion passed 5–0; staff noted the change aligns with previously negotiated adjustments for certificated staff.
Calendar: The district’s proposed 2025–26 school calendar — shifting one professional development day into November and starting the student calendar the third week of August (Tuesday, Aug. 19, 2025) — passed 4–1 amid trustee comments favoring a later start for family reasons. One trustee said they would prefer a post–Labor Day start; others cited benefits for AP preparation and student employment.
Board direction and next steps: Trustees voiced interest in a midyear budget review and additional analysis to target further investments for secondary students. Staff agreed to supply the disaggregated data and criterion-referenced results requested during the LCAP discussion and to return in September with deeper analyses of secondary performance and other follow-up items.
