Chairman Morgan opened a bid hearing on communication 2026-146 for the 2026 Road Division chip-seal project and asked Mr. Gleason to present the bids. The engineer's estimate for the project was $527,000. Mr. Gleason announced four bids: Hollow Contracting at $439,572.94 (low bid); Jeffrey Contracting at $507,308.08; Pavement Maintenance Services at $536,512.98; and Montana Materials and Construction (Helena Sand and Bridal) at $556,784.20. County Attorney Enruth confirmed each bid included the required 10 percent bid bond.
Commissioner Callahan urged urgency, noting that ‘‘once we accept one of these bids, they're locked in with the price of fuel going up the way it is,’’ and suggested acting quickly to avoid later price changes. Mr. Gleason said bidders are bound to the contracted price if awarded. Commissioner O'Leary asked for and received a list of roads included in the chip-seal package; Mr. Gleason said the work would cover Janie Road, Terre Verde, West and East Second, Farragut Avenue, Hale, Columbia, Sheep Gulch Road, Monroe Avenue, sections of Kaw and Moulton roads, part of Lexington, Grizzly Trail and alternates that include Santa Claus Road, South Rocker Road and a section along Basin Creek Road depending on final prices.
After questions, Commissioner Thatcher moved to refer communication 2026-146 back to Public Works with a recommendation to return to the council for final action. The council recorded an 11–0 vote in favor, and the motion passed. Public Works will review the bids and return a recommendation to the council at a later meeting; the council did not award the contract at this session.
