San Bernardino Unified presents midyear LCAP implementation and spending plan

Kimber Sargent gave the board a midyear implementation update on the Local Control and Accountability Plan (LCAP), laying out spending timelines, multiyear allocations and next steps for public input.
Sargent summarized implementation percentages for the district: Goal 1 at about 74% implemented, Goal 2 at 94%, Goal 3 at 82%, and an overall implementation of approximately 78% across actions funded through LCAP. She noted the district's supplemental and concentration spending totals just over $201 million.
Sargent described the equity multiplier program (multiyear allocations for identified high-mobility, high-poverty sites), reporting $20.6 million allocated to those schools with $8.5 million spent to date (41.3% remaining), and explained that those site dollars are intended for evidence-based multiyear interventions.
On state learning-recovery funding, Sargent said the district's Learning Recovery Emergency Block Grant allotment is $37.8 million with about 25% expended so far; the funds are multiyear and currently scheduled to expire June 30, 2028. The differentiated assistance program aimed at African American students was presented as largely implemented (about 83% implemented; $4.6M spent of $5.6M).
Sargent emphasized the district's public-engagement cycle (ThoughtExchange and local advisory groups) and invited trustees to an LCAP showcase in March where school-site leaders will show artifacts of implementation.
Trustees asked questions about timelines and monitoring; Sargent confirmed action-level reporting will continue and that some metric cells are still pending spring survey or state data and will be provided in the June report.
Sargent closed by outlining next steps: continued community tours, the showcase on March 16 (5:00 p.m.), and the public hearing and adoption in June as part of the LCAP cycle.
