Spring City's council voted unanimously on March 5 to approve amendments to its Utah Associated Municipal Power Systems (UAMPS) pooling agreement and to designate Kent Kummer as the city's participant representative, steps the city says are necessary to comply with federal and regional changes tied to the Extended Day-Ahead Market (EDAM).
Kent Kummer, identified at the meeting as head of the city's electrical department, told council members that participation in EDAM shifts forecasting and balancing from manual, city-level daily reports to centralized, hourly market operations handled by UAMPS. He said the change removes some local project-choice flexibility—projects chosen by UAMPS will be shared among members—but will reduce the administrative burden on Spring City and help avoid imbalance penalties.
Council also approved a motion to use the $24,389 currently held in the city's UAMPS reserve as the first-year contribution to a three-year rate-stabilization fund recommended by UAMPS. The move is intended to provide funds to offset volatility during the initial EDAM transition.
The resolutions and designation were adopted without dissent; council members said they expect UAMPS to manage hourly forecasting and imbalance avoidance on the city's behalf beginning with the program's May 1 implementation deadline.
Vote tally: unanimous in favor.
