The board voted unanimously to award phase‑1 of the Rancho Bernardo High and Bernardo Heights chiller‑plant replacement to Abel Heating & Air Conditioning, allowing work to proceed on pipe replacement and included add‑alternates for roof patching that staff said should be completed while pipes are out.

Facilities staff said the project was designed and approved by DSA, has been separated into phases to keep the middle‑school and high‑school systems distinct, and will use dollars previously set aside from the general fund into the deferred maintenance fund. Staff said the bid was vetted and compliant and that the package includes a contingency budget (presented in the meeting materials). "Once we have the pipes removed, this is really our only chance to do that roof work," the facilities presenter said; board members asked clarifying questions about where remaining phases will be financed.

Separately, staff reported they resubmitted the Poway High Agricultural Science Building application and, based on an eligibility score, will request funding for roughly 50% of the $2.2 million project—potentially about $1.0–1.2 million if the full request is awarded. Staff said the funding window closes June 30 and they will submit the application before that date.

Facilities updates also included a recent HVAC electrical repair, work to return key systems to operation and ongoing special‑tax reduction planning with the district's financial adviser and consideration of CFD bond options for future projects.

Next steps: proceed with awarded phase‑1 chiller work, continue design and DSA approvals for subsequent phases, submit the Poway High grant application before June 30 and report back on financing plans for later phases.
