Independence 30 board asks legal counsel to draft agenda-request and appeal language
Summary
Board members raised inconsistent practice around agenda requests and asked legal counsel to draft simple policy language (including a feasible submission timeline and an appeal mechanism) to ensure members can request items and have a clear path if the president and superintendent deny a request.

During a review of manual language under G170B, board members raised concerns about inconsistent handling of member-submitted agenda requests and proposed a clearer appeal path.
"Previously, when I would submit a request for an agenda item, I often wouldn't know that it wasn't approved until it didn't show up when we got our board packet," said a board member who pressed for an appeal process and clearer timelines for requests.
Several members suggested drafting concise language: "Any member of the board may request items to be placed on the agenda," with an added step requiring requests to be submitted at least one week before agenda release (or two weeks before the meeting) so the president and superintendent can respond and, if denied, allow an appeal or quorum-based addition to the agenda.
Legal counsel said the proposed wording should be drafted and reviewed to ensure it aligns with policy and any legal constraints. The board agreed that legal counsel will prepare proposed language and return it to the board for consideration, with an eye toward adding a timeline for submissions and a clear appeal path.
No immediate procedural change was adopted in the session; the item will return after counsel drafts suggested language.
