Mountain View board ends negotiations with North Palisade Partners and delegates execution to superintendent

The Mountain View School District Board of Education announced it had ended negotiations with North Palisade Partners over a proposed joint-venture redevelopment of the district's former Madrid Bridal School site and related exchange agreement.

Board president Jacqueline Salania reported that, upon reconvening from closed session at 6:29 p.m., "a motion was made by board member Christian Diaz and second by board member Veronica Cifuentes to approve" termination of further negotiations on the memorandum of understanding and the exchange agreement (originally dated 07/16/2024 and amended 01/16/2025). Salania said the motion also included "delegation of authority to the superintendent or his designee to execute and deliver any documents or instructions the superintendent or his designee and legal counsel deemed necessary to carry out this motion." The board recorded the vote as 5–0 in favor.

Why it matters: The termination ends the district's formal negotiating posture with the private partner on the project and gives district leadership authority to take administrative steps needed to implement the board's decision. The exchange agreement cited in the board report was described in public session only by date and amendment; the board did not provide additional contract text in its oral report.

What the board did: The board documented a clear, recorded motion and unanimous vote to stop further talks and to authorize the superintendent's office and legal counsel to finalize any related paperwork needed to effectuate the board's direction.

What comes next: The board did not announce a replacement plan or next steps for the site at the meeting beyond the delegation to the superintendent.
