Board adopts mental-health policy, passes commemorative resolutions and approves several contracts and staffing items

The Hacienda La Puente Unified School District board voted on several policy, resolution and contract items during its Jan. 22 meeting.
Policy: Trustees approved the second reading and adoption of Board Policy 5141.5 on student mental health, which creates multiple district obligations for training, collaboration with mental-health professionals and posting information at school sites. Several trustees cautioned about the scope of affirmative duties and the potential legal exposure if duties are not operationalized; Superintendent John Roche said staff will "unpack and operationalize" the policy and work with site leaders to document compliance.
Resolutions: The board approved three proclamations: International Holocaust Remembrance Day (Jan. 27, 2026), Fred Korematsu Day (Jan. 30, 2026) and a resolution designating February 2026 as National Black History Month. Trustees and speakers framed the actions as commitments to historical memory and civil liberties; the votes were unanimous.
Contracts and agreements: The board approved an agreement with the Los Angeles County Office of Education to provide outdoor science school services (not to exceed $410 per student) paid from school-site funds. The board also approved a consultant agreement (not-to-exceed $14,000) to examine passthrough redevelopment (RDA) fees to identify potentially unclaimed funds; staff explained the consultant’s work is allowable and could help recover additional facilities funds.
Human resources: Trustees approved creation of a Teacher on Special Assignment (TOSA) CTE position funded by CTE incentive grants and passed a separate item raising salaries where necessary to meet the 2026 California minimum wage.
