Boulder Council approves legal-services contract, adopts earlier fire restriction date, and accepts planning commission bylaws

The Boulder Town Council recorded several formal actions on April 7.
The council voted unanimously (5–0) to approve an hourly agreement with the law firm Hayes, Godfrey & Bell to provide municipal legal services. Council discussion noted the firm’s municipal experience and debated hourly billing versus a monthly stipend before approving the hourly arrangement.
The council approved amendments to the planning commission bylaws with a recorded roll-call vote: four council members voted in favor and one abstained. The bylaws were sent back with corrections the commission had prepared to align meeting-notice and public-hearing language with state rules.
By roll-call vote the council also adopted a fire-restriction resolution moving the seasonal no-burn start date earlier in the year (motion passed unanimously). The resolution aligns town language with the state's Stage 1 restrictions and directs staff to draft ordinance language for a future public hearing.
The consent agenda, which included the acceptance of financial reports and minutes, was approved without objection. The council also approved a procedural motion to enter a closed session to discuss the character or competence of an individual; that closed session was held and the council returned to adjourn the meeting.
Actions recorded at the meeting will be implemented by staff and brought back to the council as required.
