Chair introduced the item and said the town had already approved a grant contract covering $25,000 of the $35,000 fee; $50,000 is also budgeted in the current budget for the Biggs Home. Before the board considered a motion, one commissioner declared a conflict: “Before there is or is not a motion, I'll just recuse myself from this because we are proposing to do the work,” the commissioner said. The commissioner did not participate in the subsequent vote.
After the recusals, the board moved to authorize the city administrator to approve the proposal and proceed with the grant activity; the motion was seconded and passed by voice vote.
The grant expires on 06/30/2026, and the board recorded the recusal in the minutes. Staff will proceed to finalize the proposal acceptance and manage grant deliverables per the previously approved contract.
The board did not identify any additional competing proposals on the record during the meeting.
