The Franklin Township Sewage Authority on Feb. 3 approved multiple procurement and contract actions, including a $226,736.40 BuyBoard purchase for repairs to manholes along South Middlebush Road and a short-term extension of its odor‑control chemical contract.
The board approved the manhole repair purchase by roll call. Commissioner Arnold Schmidt asked why the contract included four private manholes in addition to 19 public manholes and whether private entities would reimburse the authority. "So are we gonna be reimbursed from, the private entities?" Schmidt asked. The Executive Director replied, "We’re currently negotiating reimbursement agreement relative to that." The board voted to proceed with the BuyBoard procurement while staff continues negotiation with private operators.
On odor control chemicals, the board approved a 60‑day extension of the existing contract with Evoqua Water Technologies LLC. When asked why the extension was for only 60 days, staff explained the short extension preserves service while the authority prepares to advertise and solicit bids for a longer-term procurement. "You had an existing contract with them; that's being extended so that you can go out to bid again," the Clerk said.
The authority also authorized engagement of Schneider Electric through the Omnia cooperative (contract R220703) for facility technology integration and security system services. Other routine items cleared the consent agenda.
Votes at a glance: resolution numbers and outcomes recorded by roll call included appointment resolutions and procurement items (all approved). Notable specifics: the BuyBoard manhole repair contract was approved in the amount of $226,736.40, and the Evoqua contract was extended for 60 days with staff directed to issue a bid solicitation for longer-term procurement.
The board did not receive public comment on these items during the public comment period and declined to enter executive session. Staff will follow up on reimbursement negotiations and the bid timeline for odor-control chemicals.
