The Enumclaw City Council on March 9 amended and approved the 2026 Planning Commission and Community Development work plan and authorized up to $25,000 to hire an outside consultant to prepare Title 15 code amendments required by state law.
Planning Director Chris Besany outlined the work plan items that include review of battery energy storage systems (a moratorium), co‑living regulations required by House Bill 1998, consolidated permit processing changes under House Bill 5290, zoning code updates for solar arrays, and routine annual items such as the six‑year Transportation Improvement Program.
Councilmember McClure moved to remove a proposed review of building heights in the R‑4 and HCB zones, saying the committee did not want to reopen a year‑old debate about targeted height changes and preferred to preserve staff resources for higher‑priority items. The council approved the amendment and then approved the work plan as amended.
Following that vote, the council authorized administration to hire an outside contractor/consultant for up to $25,000 (not to exceed $25,000) to prepare Title 15 amendments necessary to comply with state law. "We're anticipating an outside consultant for, hopefully, around 15,000 not to exceed 25,000," McClure said during committee remarks.
The authorization instructs staff to proceed with consultant procurement within the $25,000 limit; the council approved the motion on voice vote.
