Staff cautioned that the town’s overall financial position is constrained: officials said pre‑storm redevelopment plans remain on file but the town no longer has the large grant that once supported a broader rebuild and is carrying a bridge loan that limits new borrowing for roughly a decade. “We still have some funds…after the park is done, there’s probably gonna be a couple 100,000 left,” the town’s parks staff said, adding that those funds are reserved for park improvement use only.
Rebecca and staff discussed logistics for submitting the Lowe’s application, including the portal requirement that projects be completed within about a year. “What you have to promise to Lowe’s is that you can do that project within a year,” Rebecca said, noting the grant’s emphasis on visible volunteer work and quick completion. Staff agreed to check with the town manager on who should make the formal submission and to follow up immediately; the board set a 48‑hour follow‑up to try to get the roof application entered.
Board members also recommended a phased, prioritized planning approach: identify short‑term, low‑cost projects to pursue quickly and track medium and long‑term items for grant or capital rounds. The board asked staff to circulate the previous strategic plan and existing quotes so members can produce a prioritized list before the next meeting.
Votes at a glance: the board approved the January 21 minutes by voice vote earlier in the meeting and later voted to adjourn; those procedural motions passed by voice vote with all present members indicating “aye.”
