EDC report: Tap House lease signed; 174 Harrison concept plan and several downtown buildouts moving forward

The staff member reported: "I received confirmation from the landlord today that they have a signed lease with a full service restaurant," noting the tenant’s name had not been finalized and build-out discussions were pending. The commission heard that the 174 Harrison owner will present a nonbinding concept plan for boardwalk-style shops and a special-use application for Barkville Buddies, a dog-friendly social venue that drew a unanimous recommendation from the plan commission and will be considered by the village board.
Staff also updated the commission on other projects: Duncan received IDOT approval for right-of-way work and expects to start construction this summer on an 800-square-foot drive-through; Danelle's property remains under contract and may close soon; Benderson has begun site work for a grocery-anchored development and a 10,000-square-foot retail building on Route 34; and several tenants — Skechers, Nori Sushi and Candy Cloud — are in late-stage buildouts or pending inspections. The convenience store Gas & Wash is now open, with associated restaurant tenants expected in the months ahead.
The staff member said HomeGoods/TJX has submitted permit plans and is addressing village comments, and emphasized that downtown is a top priority for business attraction and retention. Commissioners also discussed business-of-the-month nominations and agreed to research earlier nominations to confirm eligibility.
What happens next: several projects will appear before the village board or move to permitting; staff will continue outreach with developers and tenants.
