Commission recommends zoning text amendment to define and allow adult day services

The Southfield Planning Commission on Aug. 27 recommended that City Council approve PTZA25-0004, a zoning text amendment establishing a definition and use-list placements for “adult day services.” Planning staff said the change responds to growing demand from an aging population and clarifies previous practice of treating adult day services by interpretation.
Staff described adult day services as care provided for part of a day, less than 24 hours, for functioning or cognitively impaired adults through a structured program of social, rehabilitative or maintenance services in a supportive group setting outside the participant’s home. The amendment would add that definition to the zoning ordinance and place adult day services as permitted or accessory uses in selected districts (for example, accessory to indoor recreation centers and religious institutions in single-family residential zones and as a permitted use in general business and office-service districts).
Staff said the definition aligns with state and industry language and that the intent is to provide clarity in the ordinance rather than to duplicate more detailed licensing and health regulations enforced at other levels of government. Planning staff noted the amendment touches multiple sections of the ordinance to ensure consistent references.
After brief discussion about previous meetings where the topic was raised, Dr. Stevens Gunn moved the commission recommend approval; the commission voted to forward the zoning text amendment to City Council with a favorable recommendation.
No public speakers addressed the item during the hearing. The commission’s recommendation is advisory; council action is required to amend the ordinance.
