Finance committee backs supplemental appropriations, approves historic-district vendor list

Chairman Huntley opened the meeting and the committee approved the agenda and two sets of minutes before taking up supplemental appropriations. The panel gave a favorable recommendation to SA1426, a motion to appropriate a larger‑than‑expected prior‑year AIPPC fund balance into fiscal 2026 under city code §6.2404.
The committee also recommended SA1626, a county grant to the Annapolis Police Department. Craig Medley, police administrative manager, said the department normally receives $5,000 annually from Anne Arundel County; this year the award rose by $500 to $5,500. Medley said the department generally absorbs compliance costs and that the extra $500 is a modest increase.
Deputy Director Kwaku Ajimenduwa described three transportation‑related supplemental appropriations: an $80,000 addition for a program to purchase devices and equipment and two capital grant applications for which the city is pre‑authorizing the local match. Ajimenduwa said pre‑authorizing the local share lets staff accept awards later without returning to committee to add the local match.
The committee also recommended Resolution R6‑26, which authorizes itinerant merchant sales in the historic district for the list of recurring annual events compiled by staff. Members said the list covers expected annual events but can be expanded later if organizers request additional dates.
All motions recorded at the meeting carried on voice votes; committee members said they would place the recommended items on the council agenda for next week.
