National City council accepts remote attendance for Councilmember Bush under AB 2449

The National City City Council voted Sept. 3 to accept Councilmember Bush’s request to participate remotely under Assembly Bill 2449 after he said he tested positive for COVID-19 and was completing quarantine.
Councilmember Bush, appearing by videoconference, told the council, “Last week, I tested positive for COVID, so, today is my last day of quarantine. I'm feeling good.” The council asked him to confirm he could be heard and seen and whether an adult was present at his remote location; Bush said he could be heard and seen and that no one over 18 was present with him.
City staff confirmed to the council that this was Bush’s first remote appearance under AB 2449; the clerk also noted he had appeared remotely once before under separate Brown Act teleconferencing rules. The council then took a roll-call vote to accept his virtual attendance for just cause; Councilmember Rodriguez, Councilmember Bush (remote), the vice mayor (recorded in the roll call), and Mayor Morrison answered in the affirmative, and Councilmember Molina was absent.
The acceptance allowed the council to count Bush’s participation toward quorum and proceed with the special meeting’s agenda. After the procedural vote the council moved to the scheduled public comment period and other agenda business.
