On waiver policy, staff described E301.3 as directing the Secretary of Human Services to seek a multi‑year extension of Vermont’s global commitment waiver. “This would be a request to send the waiver for 5 years,” staff said, noting there are limited extension options but that a full renewal would still be required at some point.
Members asked clarifying questions about scope and timing, and requested follow‑up on how the school‑based fund would operate and when associated regulatory guidance would be updated. Staff agreed to supply additional technical detail and to confirm effective dates.
The committee left the Medicaid sections open for further review and asked staff to provide written clarifications and any necessary technical corrections at a future meeting.
