"If there's a window where it's 45 days of construction, then you should have a 45 day haul road period," one commissioner said, arguing written agreements create enforceable obligations rather than gentleman’s handshake arrangements. The board voted to accept a whole-road agreement related to Logan Energy Storage LLC and to instruct staff to contact the developer about any outstanding permit fees before hauling begins.
