Public commenter urges Alameda to enforce parking cash-out law and unbundle parking in leases

Ball said the law allows employees who do not use employer-provided parking to receive cash or an equivalent transit subsidy instead of subsidized parking, and that the law is often unenforced. He argued that enforcement plus zoning changes requiring unbundled parking would make it easier to identify and repurpose effectively vacant paved land and to reduce traffic congestion during upcoming construction on the Webster and Posey Tubes.
"Unbundling parking and enforcement of parking cash-out law, reduces car congestion, protects the environment, encourages new development during a housing crisis," Ball told the board, and he suggested the city adopt financial penalties for businesses that do not comply and change leases so parking is listed separately and adjustable.
The board did not take action on the request at the meeting; the comment was recorded during the non-agenda public comment period and the item did not move forward to an action item during the workshop.
