District staff say enrollment in care programs is low; staff outline outreach to boost participation

Samantha Burris, insurance technician for Saint Charles Parish Public Schools, briefed the committee on three care programs included in the UMR medical fee through April 30, 2027: complex condition care, maternity care and ongoing condition care.
"This program provides moms with an extra layer of support before, during, and after pregnancy," Burris said, describing one‑on‑one nurse calls, guidance for support persons and educational materials; there is no cost to members to enroll in the programs. On ongoing condition care she reported low uptake: "last the prior 12 months, there was a 3% participation."
Board members asked for the per‑member cost of these care programs and urged better communications. Burris said the fee is included in UMR’s administrative fee and that staff would provide a cost estimate. Committee members suggested adding the district logo to recruitment outreach, increasing telephonic contacts and using email analytics (Constant Contact heat maps) to track clicks and engagement.
Members said the programs could yield savings if engagement improved; staff agreed to return with estimated program costs and plans for more targeted outreach ahead of the 2027 renewal.
