Warrenville council gives first reading to FY2026 municipal budget; public hearing opened and closed

The Warrenville City Council offered first reading April 7 of ordinance 2025‑18 adopting the City of Warrenville FY2026 municipal budget after a staff presentation and public hearing.

Finance Director Kevin Dahlstrand told the council the proposed FY2026 budget "is balanced in accordance with state law," and noted the budget was distributed on Feb. 28 and reviewed at committee and council budget workshops. He said no changes had been requested to the figures so far but that any necessary adjustments would be memod with the proposed ordinance when it is considered for adoption on April 21.

Dahlstrand also announced that the city received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association, marking the city’s 30th year earning the award. Mayor David Brummell congratulated Dahlstrand and staff for their work.

The council opened the public hearing on the budget, solicited comment and received none on budget specifics before voting to close the hearing. Alderman Lockett moved to offer first reading of ordinance 2025‑18; the motion carried on roll call.

Key fiscal items discussed elsewhere on the consent agenda included staff proposals incorporated into the budget package: a 4% market‑based increase for nonunion employees in FY2026 and proposed water and sewer rate increases (7.5% water; 2–2.5% sewer) effective May 1, 2025; staff was directed to prepare code amendments to implement the rate changes.

What’s next: The council will consider final adoption of the FY2026 budget ordinance on April 21, at which time any late adjustments will be memorialized.
