Council waives first reading to adopt budget amendment; approves two water contracts totalling multiple projects

At Nov. 18 meeting the Milledgeville City Council voted to waive the first reading and adopt Ordinance O-25-11-18, a budget amendment transferring water treatment operator positions to the wastewater treatment plant and converting the FOG administrator role to a lab coordinator. The ordinance was adopted after a roll-call vote in which Doctor Lee registered a No and the other members voted Aye.
Griffith also asked the council to consider two contract awards for water infrastructure. Resolution R2511-53 awards a contract to FS Scarborough LLC for the Milledgeville Estates water system improvements funded by a CDBG grant; R2511-54 awards a contract to the same firm for the North Wayne Street at Montgomery Street waterline improvements. Griffith told council the two projects were combined for bidding after an earlier solicitation for Montgomery Street alone received no bids and that doing both together produced responsive bids.
Griffith explained the North Wayne work requires boring under a railroad and that DOT right-of-way requirements increase costs where mains are taken out of service. He said the installations will be staged to avoid interrupting service, with existing services maintained until new lines are swapped over.
Both contract resolutions passed by roll call vote. Griffith said he expects construction activity to begin by spring and that staff may request change orders to address emergency repairs identified after bids are awarded.
