The Clinton County Board of Supervisors on March 23 authorized the county auditor’s office to pay a credit-card claim for prepaid hotel room costs requested by the Sheriff’s Office for attendance at the International Chiefs of Police Conference.
The Sheriff told the board that lodging had been prepaid to secure lower contracted room rates and ensure availability and that delaying payment until the next fiscal year would increase costs and risk cancellation. The board adopted Resolution 2026-60, noting that GASB accounting principles permit recognition of prepaid expenditures as an asset when payment occurs in one reporting period and benefits are realized in a subsequent reporting period, provided the payments are properly recorded and amortized.
The board approved the one-time authorization and instructed that prepaid lodging be properly recorded and reported in accordance with GASB guidance and county financial policies. Roll call: Irwin, George and Srp voted yes.
