The commission opened with routine business and adopted minutes from its March 10 meeting. It then heard a public hearing for a Dutch Brothers final site plan at Gilpin Crossing. Artwan McGee, identified himself as the applicant representative, described the vacant parcel proposed for development, and parish engineering confirmed drainage work was covered by the existing Gilpin Crossing drainage system. Commissioners asked that a map label showing a road as “state maintained” be corrected to indicate Community Development District maintenance; the commission approved the final site plan with that map correction.
The commission granted a conditional use to Luke Landry for a temporary/mobile Snow Candy (snowball) stand on leased property, allowing him to operate a mobile concession and to return to the planning department as he develops a more permanent base. Planning staff said Landry has a commissary agreement in place and engineering noted the current facility and coverings are temporary. “This is my first time doing this,” Landry told the commission.
The panel approved a final site plan from Sean Heimer, representing the Colegale Community Water Association, to drill a new well about 20 feet from an existing well whose casing had failed and allowed sand infiltration. Heimer said the proposal includes plugging and abandoning the old well, installing new casing, pumps and piping, and tying into the existing distribution system. Commissioners discussed whether drilling would access a different aquifer and noted state regulatory approval will be required; the commission approved the site plan and staff said the item will be introduced to the parish council.
Other approvals included final site plans for On the Go Buildings (LA‑16), S and C Heating and Air (Eden Church Road), Electrical & Generator Company LLC (Juban Road), and CNC RV & Boat Storage (Juban Road). The River Pines Plantation request to revoke and reroute a drainage servitude between Lots 32 and 33 also received approval; applicants said letters and DPW coordination had been completed. For the North Park Residences preliminary plat — 14 lots within the Crystal Lakes subdivision — commissioners approved the plat contingent upon adjusting lot lines so Lots 11–13 meet the 7,200‑square‑foot minimum (the applicant said corners are not yet set and the lines can be shifted).
Planning staff used the meeting to reiterate a recommendation to favor conditional uses rather than permanent zoning changes in some circumstances so that future reversions are simpler. Commissioners also asked staff about how they track density across parent tracts; staff said the lots remain counted as part of the original subdivision when density is calculated.
Votes on the agenda items were called by roll and recorded by the chair; most motions carried with affirmative votes and no recorded opposing votes. Several items were approved with map corrections or contingencies and one water‑well approval was noted as dependent on state regulatory review and to be introduced at the parish council.
The commission closed with routine administrative remarks and next steps for applicants to return to the planning department or the council as required.
