Municipal advisor presents 2025 TIF report; Paget Commons bonds totaled $28.3 million

Nathan Fox, municipal advisor with Krona Associates, presented the Redevelopment Commission's required annual report on TIF activity for 2025 and explained key reporting deadlines the RDC must meet.
Fox outlined the calendar of filings and presentations: preparation before April 1, presentation to the fiscal body and upload to Gateway by April 15, a pass-through resolution by June 15, neutralizations by Aug. 1 and the RDC spending plan by Dec. 1. He said detailed parcel data would be available on Gateway for members who want to examine specific AV captures.
On financing, Fox said the RDC issued redevelopment lease-rental revenue bonds, series 2025, for the Paget Commons project in the amount of $28,300,000, to finance road improvements, a public trail, a public park and utility improvements. He told commissioners that, as of Dec. 31, 2025, the RDC's cash balance was about $19,000,000, but that a significant portion of near-term disbursements and debt service (roughly $5.6 million) occurs in January/July payment windows.
Fox also reviewed how TIF incremental assessed value flows to the RDC and its effect on overlapping taxing units, describing the usual 25-year TIF life and the mechanics of base area vs. incremental AV.
Why it matters: The bond issuance and cash-position details determine how much the RDC can commit to new projects and how it will meet near-term debt-service payments if TIF revenues fall short. Fox noted that if TIF revenues are insufficient, the town may levy to cover any debt service shortfall.
Next steps: The RDC will use the report to satisfy statutory reporting and to inform updates to the 2026 spending plan and any project-specific disbursement decisions.
