Douglas County approves expanded site plan for Hainan Outdoor Power Equipment at East 1500 Road

The Douglas County Board of County Commissioners unanimously approved a revised site plan Thursday for Hainan Outdoor Power Equipment, a commercial redevelopment at 1795 East 1500 Road.
County planner Avery Kerner summarized the proposal, telling commissioners the application combines the corner parcel with roughly 8.5 acres to the west for a total site area of about 11.04 acres and adds a building expansion to the west of an existing 4,800-square-foot structure. The plan increases parking and landscaping along the north edge and adds an open-air carport and display area for outdoor equipment, Kerner said. Staff updated photometric information for new exterior lighting and noted several earlier conditions were addressed by the applicant, including a recorded combination survey and a corrected parking summary.
“The plan does not propose a change in the approved uses — sales, rental and light and heavy equipment repair — but it does intensify the layout,” Kerner said, concluding staff’s findings that the revised site plan meets applicable zoning standards.
Dustin Baker, listed in the record as one of the property owners, said the current tenant has operated the site for nearly five years and expects to double its workforce from six employees to 12 with the expansion. Baker described the carport as an open-air display shelter for mowers and equipment that will not be secured like a typical storage structure.
Commissioners asked staff to confirm parking and stormwater impacts. Kerner and county staff said the larger combined parcel reduces the overall impervious cover percentage and the county engineer advised that formal stormwater detention is not required for the improvements as proposed. The plan replaces an existing detention pond at the southwest corner of the site with a revised grading and drainage layout, and includes five new trees and 15 bushes in expanded landscaping.
A commissioner moved to approve revised site plan SP-25-50042 with the conditions already addressed in the staff report; the motion carried by unanimous voice vote.
The board’s approval allows the applicant to finalize permits consistent with the approved drawings and staff conditions. The project will return only if subsequent changes require another formal review.
What happens next: Building and grading permits and final engineering review are expected to follow the county’s normal permit process. The applicant and staff will handle any outstanding technical submittals noted in the staff report.
