Sean Mitchell, West Chester's wastewater director, updated the committee on operational repairs and capital work. He said crews replaced a 100-foot run of leaking galvanized pipe with PVC and completed scheduled maintenance and lab accreditation work. On a capital front, Mitchell described a 24-inch offset between a transformer and the low-voltage switchgear at the new electrical substation that precluded a standard bus-bar connection; the contractor proposed running conduit and multiple conductors instead, producing a change order of $32,967.47 that Mitchell said falls under the project's allowance for unexpected items.
Mitchell also reported that the plant's thickener tank had a $280,000 quote but that staff plan to table that item at the finance meeting to seek better pricing and alternative options. On the Maple Alley project Mitchell said the WQM permit was submitted to PADEP, six contractors bid and the low bidder recommendation to finance is JOA and Bradley Construction at $596,859; staff expect to present award paperwork and RCO documentation at the finance meeting.
Mitchell said the borough is piloting Wi-Fi and security monitoring at the College Avenue pump station and that some pump station equipment deliveries arrived earlier than expected. He told the committee the change orders and capital allowances currently leave room in the project's contingency.
