City Council appoints Doria Wilmes interim city manager after Frank Lucchino retires

Mayor Mattis opened the meeting by informing the council and the public that Lucchino took personal leave and had decided to retire. The council moved to appoint Doria Wilmes as interim city manager; city attorney remarks indicated the appointment occurred under Government Code provisions for personnel appointments and that Wilmes’ agreement will be returned to open session for formalization at the March 18 meeting.
The city attorney referenced state Government Code sections governing emergency and interim appointments and said the interim agreement will be placed on the March 18 open-session agenda for further action. No additional staffing changes were announced at the meeting.
The council did not take further action on the matter at this meeting beyond the appointment; staff said they will present the interim-manager agreement in open session on March 18.
