The City Planning Commission voted unanimously March 9 to approve a change of zone (COZ2025‑032) and the preliminary plat (Plat2025‑042) for a 35‑lot single‑family subdivision at 55th and Parallel Parkway.
Scott Sperry, representing Kansas Affordable I LLC, said the project proposes 35 single‑family homes—mostly slab‑on‑grade—with typical plans about 1,530 square feet and three bedrooms. "Most of the homes will be on a slab ... a few will have basements based on grading," Sperry said, and the design includes several one‑level, accessible homes for residents with mobility needs.
Neighbor Ali Hickman expressed concern that a longstanding pond on the site (she said it has existed since 1946) and possible easements could be affected by the development. "That pond dried up ... now they're saying they're taking the water from an existing pond and moving it," Hickman said, asking about impacts to access and historic use. In response, civil engineer Brian Lavery said the existing wet area would be removed and replaced by a dry detention basin located to the south; he described geotechnical work, dewatering and engineered fill to prepare house pads and said the dry basin would hold stormwater for large events (designed to hold a 100‑year event for up to about 40 hours before discharge).
Staff recommended approval and noted sanitary and stormwater details will be addressed at final plat and engineering review. Commissioner Ward moved to approve both the rezoning and the plat, and both motions carried on roll call 7–0. The item will be heard by the Board of Commissioners on March 26 for final action.
