Council backs hybrid downtown ParkMobile plan after business survey

Following a downtown business survey, council supported a hybrid parking plan: keep coins in central core but remove coin heads on about 14 low-use blocks and replace with ParkMobile, pending a staff presentation on implementation and a map.
Council reviewed a Downtown Partners survey of 99 businesses and directed staff to develop a hybrid roll-out of ParkMobile parking in low-use blocks while keeping coin meters in the downtown core.
Megan Cody of Downtown Partners and Tiffany Claiborne, Skywalk manager, presented survey results showing a majority of respondents wanted to keep coin options in high-traffic areas but were open to ParkMobile on peripheral blocks. "Most of them do wanna keep coins in those high traffic areas, which is the center of downtown," Cody said; she added that staff identified about 14 blocks on the outskirts where ParkMobile-only operation could work and could add stalls in some places.
Council asked staff for a map and further analysis on implementation timing, signage and impacts on seniors and customers without smartphones; staff said the physical meter posts could remain and heads be capped, lowering costs and preserving some on-street control. Members directed staff to return with a one-month presentation including mapped blocks, timing and expected costs.
No formal ordinance was adopted; council asked staff to bring a detailed plan and public engagement strategy before finalizing implementation.
