On May 28 the Southfield Planning Commission recommended that city council adopt PTZA25-0002, a zoning text amendment to permit small executive, administrative and professional offices (up to 2,000 square feet) as a permitted use in B1, B2 and B3 business districts. Staff said the change would give property owners and small businesses more flexibility for adaptive reuse of vacant commercial parcels and reduce the need for special land-use approvals for small tenants.
Planning staff described a local inventory of commercial parcels and argued that allowing modest office uses by-right would promote renovation, fill vacancies and bolster property tax revenue. The amendment preserves the special-land-use pathway where larger or more intense office uses are proposed; uses over 2,000 square feet would still require the higher-review process.
The commission opened the required public hearing, discussed legal review and counsel involvement, and then voted a favorable recommendation to council. Staff noted the city attorney routinely reviews zoning amendments before final adoption.
The item will next go to city council for formal ordinance adoption; planning staff said it intends to provide a draft to council and coordinate legal review as part of the legislative process.
