Miss Lohman, the project planner, told commissioners staff recommended approval of continued operation of the existing facility and a 26,646‑square‑foot expansion in a term‑limited area, saying the hybrid approval “would align with the overall goal to preserve the site for long‑term redevelopments” while allowing near‑term economic activity.
Commissioners spent substantial time questioning the legal rationale and precedent for term‑limited permits in commercial areas and pressed staff on how the city calculated housing‑element capacity. One commissioner argued the housing element included about a 2,000‑unit buffer, a figure staff said varies by calculation method and could not be confirmed on the record during the hearing. The Community Development Director and Senior Planner said different methodologies produce different totals and estimated the buffer at roughly 1,500 units or higher based on their internal calculations.
A commissioner who identified reservations about using term limits called the approved arrangement a compromise but said they would support it given the landlord and tenant’s position. The motion to adopt the resolution was moved and seconded and passed on a unanimous roll call.
The resolution approves the continued operation of the fitness center/studio and a five‑year term limitation on the proposed expansion (project file PLN2024‑157).
