Planning Commission approves revised site plan for marijuana retailer, adds parking

The Southfield Planning Commission voted May 28 to approve PSP25-0003, a revision to a previously approved site plan for an adult-use marijuana retailer at 28610 Northwestern Highway that adds nine parking spaces following a professional parking study.
Planning staff told commissioners the property is zoned B3 General Business — the only district that permits the proposed use — and that the applicant plans to operate from 9 a.m. to 9 p.m. with roughly 25 employees. The department recommended approval contingent on adherence to the revised site plan and building and lighting plans, implementation of recommendations from the Southfield Police Department, and compliance with the existing special land use (BSLU 24-0001) previously approved by city council.
Petitioner John McLeod told the commission the parking adjustment was driven by staffing patterns and shift overlaps that created peak demand. “After doing the traffic study, we definitely indicated that we needed a little bit more parking,” McLeod said.
The recommendation also requires the cash-advance business at 26062 West 12 Mile to cease operations before any permits are issued for the retailer to satisfy the 1,500-foot exclusion buffer in the ordinance. The chair called for a motion and the commission approved the site plan on a favorable vote.
The commission’s approval is subject to final permits and inspections by the city of Southfield; staff will ensure the petitioner implements the police department’s security recommendations and follows the stamped plan set dated 04/14/2025 (site) and 04/16/2025 (building and lighting).
