Deputy Mayor Halter chosen chair; Schumacher named vice chair of appointments committee

Committee member (speaker S4) moved to appoint "Deputy Mayor Halter as chair" and to recommend Council Member Schumacher as vice chair; the motion was seconded and carried on a roll-call vote with three ayes. After the vote the committee turned the meeting over to Chair Halter.
The vote was procedural and took place at the start of the meeting as members completed roll call. No public comment was offered on the leadership appointments.
The committee then proceeded to its regular business, including approval of minutes from a Sept. 3, 2025 special meeting.
