Commissioner discussion noted practical concerns about posting hours for offices that routinely close for lunch, single-person offices that may close when staff are absent, and the difficulty of enforcing hours for road and other field crews. The board agreed that the treasurer's office, clerk of district court exceptions and other statutory provisions (for example treasurers may close noon–1 for safekeeping funds) should remain respected in the resolution text.
